The streets of Pune used to echo the sound of cycle
bells in the mornings and evenings during the early years when people took
their cycles to work and back home . Today, the cycle bells have been replaced
by the honks of motor vehicles that crowd the streets 24×7.
The
existing infrastructure was
not well executed, it was discontinuous, and poorly
maintained, which contributed to people abandoning the cycle.
As part of the proposal, the team worked out a network of streets that aimed at
achieving Complete - Continuous - Connected, and Safe Cycle Network in the
City.

New Bicycle Department formed at PMCA Bicycle Department has been set up at PMC to implement the Comprehensive Bicycle Master Plan which was recently approved by the General Body. The mandate of the department is to ensure the development of cycle tracks and cycle parking, oversee public bicycle share systems, coordinate with Traffic Police for traffic discipline for making cycling safer. The Bicycle Department will also take up activities to popularise cycling and to conduct participatory audit by cyclists as the infrastructure gets developed.This new Bicycle Department at PMC is headed by Mr Narendra Salunkhe, Superintending Engineer, and has 6 staff members, within the Traffic Dept. The Bicycle Department has already been holding weekly meetings with the public bicycle share companies, Road Dept, Metro to plan and coordinate these activities.According to Mr. Kunal Kumar, Municipal Commissioner, "the formation of the Bicycle Department is part of the commitment made by the PMC to promote bicycling in the city. We are very serious about this sustainable transport mode, and it requires dedicated staff to create and maintain the infrastructure".

Suggestions for PMC :
1. Take up confidence building measures and pilots projects on design, enforcement, engagement etc.
2. The Pune Cycle Plan is a plan; detailed implementation strategies should be developed by PMC.
3. Take up some confidence building measures right away, for example:
• Make existing tracks operational as a first step, e.g. a long stretch like Wagholi to Yerwada Nagar Road Cycle Track.
• Make some footpaths as per the USDG.
• Demonstrate enforcement measures in one stretch.
• Develop methods of deterrence and fines that are effective; for example, it may be more effective if people find that the penalty causes loss of their time and requires effort, than a large fine.
• Improve last mile connectivity, provide cycle parking at BRT bus stands – this can be done already, without waiting for public bicycle system.
• Organize cyclothons, and officials from PMC can take part in a cycle rally to show their support.
• Make some cycle areas for children to learn and practice; for e.g. Sahyadri Hospital to Moze School and PMC Krida Sankool in Shastri Nagar area could be locations for a pilot project for practice cycle track for school students.
• Create a WhatsApp/ App to start reporting obstructions on cycle tracks – linked to PMC Care.
• Closed community / townships / university / agriculture college – should have internal cycle share systems; PMC could make townships responsible – as baby steps.
• Publish few success stories of implementation even small ones, citizens reporter can show positives; put cycle stand in the BRT station area itself.
• Pune has some of the best cyclists in the country, weekend warriors as well as cycle to work, which should be publicized.
4. Explore schemes for group insurance of cyclists
5. The enforcement plan should be better worked out, with clearer rationale.

Suggestions for Cycle Volunteering:
1. Cycling training activity could be started up, to develop the systems for requesting training, providing training, certification of trainers, graduated curriculum from learning how to cycle to ability to cycle safely in traffic.
2. Provide guidance on how to deal with dogs that run after cyclists (area level work, as well as personal tips).
3. Projects for education of motorists (may be combined with penalties for violations).
4. Cycle for Pune is promoting school-based cycling, corporate cycling and other cycling events, with good response at the school at Nanded city. Some trials are also on in Magarpatta for providing cycle facilities within the township.

Architect Urban Designer Prasanna Desai, who is working for the Pune Cycle Plan, said, “The foremost concern in cycling is the safety part.” There are three layers in the design decision. On the arterial roads, segregated and separate cycle tracks are needed. On roads where speeds are not that high, and roads are slightly narrower, painted tracks can be made and lastly, on narrow lanes, traffic calming measures have to take place. Road widening is not the way for everything," he added.
"Our final report will also give guidelines on the constant monitoring and maintenance of the cycle track network. Our Dutch colleagues point out that changes are not instant, they take time. So the first impact can be seen after 3-5 years. The efforts have to be relentless, consistent with repetitive investment, with cycling awareness programme by the side," he added.
Architect Prasanna Desai felt that recreation cycling is different, good to spread awareness, but cycle tracks have to serve a purpose to transport people end-to end.
“We have done audits for the city's existing tracks on paper, and have classified them as green, orange and red and henceforth will be looking at what can be improved, what needs to be retrofitted or what needs to be done from scratch,” he said.
